What penalties exist for a low level MU or Cleric reading a scroll with a spell higher then their level? In the OSU B2 game there was some mention of this, but I'm not aware of this penalty. In other words, if a 1st level MU tries to read a 4th level spell, what is the chance of failure, and where is this covered in the DMG?

Well I'd apply the % chance to know spell to it. As to penalties...can't think of any. Maybe the spell is erased from the scroll - if trying to wish the party safely to the earth during a 10000 foot fall, that might be pretty detrimental (but in that case you the DM were gonna get 'em anyway )

DMG p. 128, first column, paragrph titled (fittingly enough) Magic Spell failure
A character attempting to use a scroll of a higher level spell than he cast has a chance of failure based on the difference between his level and the level required to cast the spell. If this roll determines spell failure, another table is consulted to see if the spell fails totally (fizzles) or has a reversed/harmful effect (the greater the level difference, the greater chance of the latter). This is yet another of the many "screw the magic-users" rule changes between OD&D and AD&D.
